Regulation of electric vehicle charging stations in Switzerland
The regulations for electric vehicle charging stations in Switzerland are currently being reviewed as part of new European regulations. METAS provides information on the current status of the revision of the metrological regulations for electric vehicle charging stations.
Current status of the EMEO revision
In 2023, METAS conducted a consultation of interested parties on the revision of the FDJP Ordinance on Measuring Equipment for Electrical Energy and Power (EMEO, SR 941.251). The aim of this revision is to create clear and uniform regulations for charging stations in legal metrology. The relevant documents are still publicly available on this website under “Consultation on the revision of the EMEO”.
The revision was suspended until the Measuring Instruments Directive (2014/32/EU, MID) was amended. This has since been adopted and published in the Official Journal of the European Union in March 2026 (Directive (EU) 2026/706).
METAS is currently analysing the impact on Swiss metrology law and providing information on the results of the analysis and the next steps on an ongoing basis.
Electromobility and regulation in Switzerland and the EU
The market for electric vehicles in Europe is growing strongly, which also increases the importance of uniform and reliable measurements at charging stations. The availability of charging stations is a key success factor for the spread of electromobility.
In many European countries, as well as in Switzerland, electricity meters that customers use at public electric vehicle charging stations are not subject to testing and verification of measurement stability.
Metrology law is regulated nationally in both the EU and Switzerland. For certain measuring instruments, the requirements for placing them on the market are harmonised in the Measuring Instruments Directive (MID). Non-harmonised regulations can lead to trade barriers and additional work and expenses for manufacturers and operators of charging stations in an international context.
Objective of charging station regulation
The aim is to avoid trade barriers caused by non-harmonised rules, to make better use of synergies and to ensure high measurement quality so as to ensure consumer protection and fair trade. To that end, the EURAMET TC-EM project “LegalEVcharge” was launched.
LegalEVcharge has now completed its work.
The focus was on:
- Development of an auxiliary standard for direct current active energy meters (CENELEC has since published EN 50470-4, which largely corresponds to and replaces the auxiliary standard.)
- Development of a standard for meters for use in charging stations
- Exchange of experience on equipment and methods for maintaining measurement stability
- Exchange of experience on review, transitional provisions and demarcation
- Questions outside the scope of legal metrology
National metrology institutes and regulatory authorities were involved in the project.
